A Message from the Superintendent of Schools
September 1, 2021
Dear SCUC Parent/Guardian:
Over the past couple of weeks, we have received a number of questions about the possibility of virtual learning options for this school year. Yesterday, the Texas House of Representatives and Texas Senate passed Senate Bill 15 (SB 15) related to virtual learning. The bill is on its way to the Governor to be signed into law. This bill would allow school districts to offer virtual learning to a limited number of students.
Background
Last school year, Texas students who were in quarantine were able to participate in school activities virtually and be counted as present in school. Virtual learning in this manner has not been available in 2021-22 for SCUC ISD students, so SCUC ISD has not continued the SCUC @Home option from last year.
Last spring a design team of district and campus administrators and curriculum leaders worked together to fashion a rough model of what virtual learning could look like in SCUC ISD if legislation was passed to allow it to continue in 2021-2022. That design team has met recently for an update on the progress of SB 15 and to discuss what an opportunity to provide virtual learning might look like.
Senate Bill 15 Next Steps
At this point, SCUC does not have enough information to determine whether or not we could offer this type of program this school year. Due to some of the requirements and restrictions in the bill itself, I anticipate that most districts will not provide virtual learning for 2021-2022. Of particular concern is how the rules will be written by the Texas Education Agency and how this option would impact current staff.
SCUC ISD will continue to monitor the progress of this bill through the rule-making process. Shortly, our design team will begin determining if and/or how we could make virtual learning work in our district. If SCUC is to move forward with this limited option, I anticipate that it would take us up to mid-year to be able to start this program.
Please be on the lookout for additional information from SCUC ISD’s Academic Services Division regarding virtual learning in the next couple of weeks.
Respectfully,
Clark C. Ealy, Ph.D.

Respetuosamente,
Clark C. Ealy, Ph.D.
